Collaborating to reduce food waste: building collaborative advantage in local food systems

Abstract Food loss and waste throughout the food supply chain is a growing issue with significant economic, social environmental implications. Wasted represents lost profits for industry, increased insecurity in communities unnecessary production of greenhouse gas emissions, among many other detrimental consequences. Due to large number stakeholders involved complexity their relationships, there increasing interest addressing issues through collaborative governance approaches, such as policy councils (FPCs). Assessing how FPCs engage diverse organizations reduction efforts can provide important lessons improving local systems more broadly contribute creation sustainable systems. To do this, we leverage theoretical concept ‘collaborative advantage’ analyze foster collaboration, both internally external partners, achieve programmatic goals that individual could not alone. Drawing on plan documents semi-structured interviews members five across USA, find advantage by establishing comprehensive system plans, systematically measuring progress toward objectives, transparently communicating evidence they serve.
